Former Deputy Finance Officer, Deputy Superintendent, Frank Jackman- Wilburg was present at the Georgetown Magistrates’ Courts when the charges were read by Chief Magistrate Ann McLennan.

Charges were brought against Superintendent Marcelene Washington and former Deputy Commander of Division 4 ‘B’, Woman Superintendent, Lorraine Saul, and Jakcman-Wilburg, however, the Special Organized Crime Unit (SOCU) prosecutor told the court that the other two accused are not in the jurisdiction.

It is alleged that the trio, with intent to defraud, conspired with each other and other persons while being employed by the Guyana Police Force (GPF), to falsify the feeding account of the Felix Austin Police College on two occasions; once in the sum of $1.4 million.

Jackman-Wilburg was not required to plead to the charges and was released on $150,000 bail for each. The matter was adjourned until May 14.

Meanwhile, two female Police Constables, Jenneka Carmichael, of Lot 121 Onderneeming, West Coast Berbice and Tatayana Smith, age 21, of 43 Third Street Alberttown, Georgetown, were also charged.

It is alleged that the duo on January, 28th, 2021, and February, 04th, 2021, at the Guyana Police Headquarters, Eve Leary, Kingston, Georgetown, intentionally and without lawful excuse or justification, deleted electronic data from the Guyana Police Force Computer that was in the Administrative Office of the Felix Austin Police College Mess.
They were also released on $150,000 bail, each and their matter was adjourned until May 6.

A number of GPF members have been charged with conspiring to defraud the GPF. This is following an investigation which was conducted by the Auditor General when the PPP/C took office and following further investigations done by the police.

Superintendent Lorraine Saul is expected to be formally charged with several counts of fraud related to this audit. Assistant Superintendent Kurt Smith, Retired Assistant Police Commissioner Kevin Adonis, Police Sergeant Michael Corbin, Police Sergeant Jermaine Fraser and Police Corporal Rawl Haynes were charged as part of the investigation last month with conspiring to steal over $19 million from the Guyana Police Force (GPF) and were all placed on bail.
