The Government of Guyana has commenced the search for a suitably qualified firm to review ExxonMobil’s Field Development Plan (FDP) for its Yellowtail Project.
Tender documents issued by the Natural Resources Ministry state that companies would be required to conduct an in-depth review of the Yellowtail FDP, which includes all supporting and reference documentation, along with the related environmental and social impact assessments (ESIA) submitted by the Licensees; prepare a report setting out the opinions formed in the evaluation of the FDP and ESIA, addressing, at minimum, compliance or non-compliance with existing laws and international best practices and standards.
They would also be expected to outline any deficiencies, unresolved issues and areas of additional assessments or technical analysis that the government should request before making a determination on the FDP; support government in engagements and information exchanges with the Licensees; and document the field development review process and outcomes.
Guyana Standard understands that the successful applicant would be integral to drafting the Yellowtail Petroleum Production License.
All applications are required to be submitted to the National Procurement and Tender Administration Board by January 20, 2021 as the government is scheduled to get the review started by February 7,2021.
The assignment is forecast to last for 50 days, the tender documents note.
Guyana Standard previously reported that Yellowtail’s development is expected to cost over $1.8 trillion.
Initial production is expected to begin by the end of 2025–early 2026, with operations continuing for at least 20 years.
The project is expected to employ up to 540 persons during development well drilling, approximately 600 persons at the peak of the installation stage, and 100 to 140 persons during production operations.
