Justice Sandil Kissoon on Tuesday afternoon sentenced a man to life in prison for raping a toddler. The incident was reportedly caught on camera.
Thirty-one-year-old Troy Chapman confessed last month to the court that he raped a three-year-old girl. The incident occurred at the victim’s home last year. Chapman, based on the evidence presented to the court, was a friend of the victim’s family.
The court heard that the convicted rapist would regularly visit the home of the victim. The evidence stated that on the day of the incident, the victim was left in Chapman’s care. Sometime during the day of the incident, Chapman entered the toddler’s room and raped her.
In handing down his sentence, Justice Kissoon said, “Such conduct and behavior and acts must never be condoned or accepted. You have committed one of the gravest crimes that exist among humans. You have unleashed anguish and nightmares onto the victim.”
Justice Kisson further implored that adults have the God-given responsibility to protect children from callous acts such as rape and violence. He noted that the sentence reflects public disdain for sexual abuse of children.
The judge further told the rapist, “This crime is particularly horrific and disturbing. This crime in itself stands among the worst of the worst offenses… You went to the home and into her mother’s bedroom where she was asleep and engaged in this horrific, depraved act.”
Statistics released last year show that there was a 47.5 percent increase in rape cases between January 1 and September 6, 2021. The report on those numbers states that for the same period in 2020, 141 rape reports were made. Some 78 people were charged last year for this horrific crime– a 21.9 percent increase from the 64 in 2020.
