ExxonMobil Guyana, the operator of the prolific Stabroek Block offshore, recently issued a Request for Information (RFI) seeking contractors to provide quality surveillance and assurance services for its operations here as well as in Trinidad and Tobago and the USA.
Specifically, the RFI states that all personnel enlisted must exhibit competence and thorough familiarity with drilling, completions, and well testing equipment, along with associated services.
The contractor is also expected to possess the necessary resources to provide support across various disciplines throughout the contract period, including quality assurance, quality control, inspection surveillance, and the generation and review of service quality plans, as well as conducting audits and assessments.
Regarding local content requirements, Exxon emphasized the significance of its local content strategy to its business operations. This strategy it said is deeply integrated into its daily processes and procedures, shaping both present activities and future planning. Employing a multi-tiered approach, it hopes to concentrate on enhancing workforce and supplier capabilities in tandem with strategic investments in the local community.
During the bidding process, prospective contractors are mandated to demonstrate their awareness of the Local Content Act (2021) and its potential implications for their work within the specified scope. Bidders are expected to include a preliminary local content strategy in their submissions, outlining how they intend to fulfill the local content expectations outlined in the Act. Additionally, upon being awarded the contract, successful bidders must implement an acceptable plan aligned with the local content requirements.
