The Guyana Power and Light (GPL) Inc has published an Expression of Interest (EOI) aimed at engaging consulting services to execute a specialized training programme to empower women for jobs in the energy sector.

This initiative, under the Low Carbon Development Strategy 2030 and financed by the Norwegian Agency for Development Cooperation (NORAD) as part of the Guyana Utility Scale Solar Photovoltaic Programme (GUYSOL), marks a significant step towards fostering gender inclusivity in renewable energy.

With a focus on women’s empowerment, GPL intends to allocate a portion of the GUYSOL proceeds towards consulting services with proven experience in designing and conducting training programmes in renewable energy.

The selected consulting firm will be responsible for developing and delivering an accredited training course tailored for fifty women selected from various communities across Guyana. This comprehensive course, spanning five weeks, aims to equip participants with the necessary skills and knowledge required for employment in the solar energy sector. Additionally, the consultancy will encompass coaching sessions throughout an eight-month apprenticeship program, further enhancing participants’ readiness for renewable energy jobs.

The overarching goal of this initiative is to increase the participation of women in the renewable energy sector, thereby addressing existing gender disparities and fostering a more inclusive workforce. By providing targeted training opportunities, hands-on experiences, and technical support, GPL aims to empower women with the skills needed for successful careers in the renewable solar industry in Guyana.

Interested consulting firms are invited to submit their Expressions of Interest (EOI) in accordance with specified guidelines outlined by GPL. These submissions, limited to 15 pages, should include essential information such as the legal name of the consulting firm, details of authorized representatives, organizational background, and relevant experiences in designing and executing accredited training interventions in developing countries, particularly in Latin America and the Caribbean, over the past decade.

After reviewing EOIs, GPL will shortlist a select number of consulting firms for further evaluation. Shortlisted firms will be invited to present Technical and Financial Proposals in April 2024, utilizing a Quality and Cost Based Selection (QCBS) method. Consultants will be evaluated based on their demonstrated resources, qualifications, and experience, either individually or in conjunction with other eligible firms.

Experience in the Caribbean region will be considered advantageous, and consultants are encouraged to collaborate with other firms to enhance their qualifications. The working language of the consultancy will be English, with all reports presented accordingly.

The selection of consultants will adhere to the procedures outlined in the Policies for the Selection and Contracting of Consultants financed by the Internet-American Development Bank GN-2350-[15]. All Expressions of Interest must be submitted by 14:00 hours on Friday, March 8, 2024, with the subject line “Training Program for Women in Solar Renewable Energy.”
