In a compelling inaugural lecture, newly appointed Professor of the University of Guyana, Paulette Bynoe has highlighted the urgent need for an effective legislative framework to address water resource management amidst the challenges of climate change.

Delivering her lecture at the University of Guyana titled “Managing Guyana’s Water Resources in a Changing Climate: An Imperative for a Resilient Future,” Dr. Bynoe, an esteemed expert in climate change and water management, stressed the imperative for comprehensive legislation that supports sustainable water management at all societal levels. She underscored that current practices are insufficient to meet the increasing demands and threats posed by climate variability, urging policymakers to take decisive action.

“Guyana’s water resources are critical not only for our daily needs but also for our economic and ecological well-being,” said Professor Bynoe. “We must establish a robust legal framework to guide sustainable water management practices, ensuring that they are embedded in our national policies and supported by all sectors of society.”

During her lecture, Dr. Bynoe presented a wealth of scientific data to substantiate her calls for legislative reform. She illustrated how countries with stringent water management laws have successfully mitigated the impacts of climate change, maintaining water quality and availability even in adverse conditions. Dr. Bynoe argued that Guyana, with its abundant water resources, is uniquely positioned to become a model for sustainable water management in the region.

The event, which took place at the Education Lecture Theatre, was attended by prominent figures from the academic, judicial, and public sectors. Vice-Chancellor Professor Mohamed Martin opened the proceedings by congratulating Dr. Bynoe on her promotion and lauding her contributions to the university and the region. She highlighted the rigorous academic journey and dedication required to achieve the rank of professor, recognizing Dr. Bynoe’s exemplary work in climate science and water management.

University Registrar Dr. Nigel Gravesande, who chaired the proceedings, echoed similar sentiments. He said, “Professor Paulette Bynoe’s scholarly contributions in water and climate research have had a profound impact, not only within our university but across the Commonwealth. Her work continues to inspire and shape sustainable strategies to address global climate challenges. It is an honour to celebrate her achievements and recognise her as a leading figure in environmental science.”

With over two decades of professional experience, Professor Bynoe has made significant strides in environmental education and policy. She has been pivotal in integrating climate change considerations into water management practices, advocating for policies that prioritize long-term sustainability. Her extensive background includes teaching graduate courses in environmental impact assessment and disaster risk management, and her research spans critical areas such as natural resources policy and climate resilience.

Dr. Bynoe’s career is marked by notable academic credentials and professional achievements. She holds a PhD in Geography from the University of Sussex, an MPhil in Environmental Education from the University of Bradford, and a BA in Geography from the University of Guyana. Her commitment to advancing environmental policies earned her the Golden Arrow of Achievement in 2015, recognizing her exceptional contributions to the field.

Beyond her academic endeavors, Dr. Bynoe has played a crucial role on the international stage. She has served as Guyana’s Lead Climate Change Negotiator and has held influential positions in global climate policy discussions. Her involvement in high-level climate action initiatives and her membership in prestigious committees, including the Global Water Partnership, underscore her influence in shaping global water and climate policies.

Attendees of the lecture included Chief Justice (ag) Roxane George-Wiltshire, Brigadier (Rtd) Joseph Singh, and numerous colleagues, relatives, and members of Dr. Bynoe’s church—a broad support system for her contributions to environmental science.

The University of Guyana, in recognizing Dr. Bynoe’s promotion, reaffirmed its commitment to fostering professional development among its faculty.

The university was keen to note it supports advancements in educational programs and research, ensuring that its academic community remains at the forefront of addressing global challenges such as climate change.
