ExxonMobil Guyana Limited (EMGL) is seeking to procure canine services to enhance the security of its operations in Guyana.

According to the Request for Information (RFI) which was issued on October 21, the company is looking to identify suppliers capable of providing canine security services for the Ogle Airport and other sites. The canine services are intended to enhance security measures, with a specific focus on detecting and preventing the transportation of narcotics and other contraband to offshore facilities.

The scope of services requested by Exxon includes providing fully supported canine teams capable of performing random inspections at various sites, including but not limited to Ogle Airport, offshore vessels, offices, construction sites, warehouses and shore bases.

Suppliers must provide specialised safety equipment, such as PPE, leads, and bite guards. A canine welfare programme that includes certifications, kennels, feeding, veterinary care, and stress management is also needed as well as canine health records including vaccinations.

Another requirement is to offer logistical support for canine during transit and rest periods, as well as contingency plans for illness, absenteeism, or injury. Notably, there will also be an entry training programme, in-service training and refresher training programme.

The RFI states that suppliers are responsible for ensuring Exxon’s security is properly staffed to deliver monthly canine search support, with the ability to scale services and respond to ad-hoc requests, including emergencies. Moreover, suppliers must provide emergency plans, including details on how quickly they can deploy if required. They should also explain their approach to managing risk and how they will mitigate risks during operations.

Another requirement is to provide qualified technical, professional, and administrative staff as per the company’s criteria.  However, Exxon reserves the right to accept or reject assigned personnel and may require the contractor to remove any staff deemed unqualified or unsuitable for the scope of work.

It should be noted that participation in the RFI does not guarantee an invitation to the future RFP process, nor does it imply any commitment to purchasing services. All costs associated with the RFI and any subsequent processes will be the sole responsibility of the participating suppliers.
