On Monday last, the Guyana Police Complaints Authority, headed by Justice (retired) William Ramal, along with a delegation of five persons, held a meeting with the ranks of Division 10 and expressed his concerns about the approach of the police when dealing with members of the public. Specifically, Ramal noted his concerns about “the misuse of their authority and responsibilities.”
The meeting was chaired by Deputy Commander, Deputy Superintendent of Police, A. Austin. Justice Ramlal alluded to the Police Complaints Authority Act, Chapter 17:02, Part 11, sections 8, 11, and 16, in his comments.
Section 8(1) says that “Any person who has reasonable grounds to believe that a member of the force is guilty of any misconduct, may make a complaint to the authority stating- (a) the particulars of the complaint; (b) the particulars, as far as they are known, of the person against whom the complaint is made; (c) the nature of the evidence that the complainant proposes to produce in respect of the complaint; and (d) such other matters as may be prescribed.”
Section 8(2) also states, “A complaint to the authority under this section may be presented in person or may be sent by registered post to the secretary of the authority.”
Justice Ramlal encouraged the ranks to read the law and standing order that govern the force and its policies.
Meanwhile, DSP Austin echoed the sentiments expressed by Justice Ramlal and assured him that the ranks would do better in their execution of roles and duties.
