The $15.8 billion Government Office Complex (GOC) in Eccles, Region Four, is 10% completed despite 34% of the project timeline having elapsed.

According to the Ministry of Public Works, the delays stem from setbacks in finalizing key design packages, procurement issues, and other logistical challenges.

One of the key components of the project, a state-of-the-art helipad meeting international standards, is making progress. Fifty piles have already been delivered on-site as part of the foundational works.

The GOC is designed to centralize government offices into a single hub, enhancing inter-agency collaboration and operational efficiency. The complex includes four twelve-storey office towers accommodating 6,000 employees and a Central Utilities Building for backup power, water treatment, and ICT systems. It also incorporates energy-efficient designs, flood resilience, and EDGE certification.

Construction officially began on February 23, 2024, after relocating the site to Haag Bosch, Eccles, to accommodate the project’s scope. The scheduled completion date remains August 24, 2026.

Some of the key achievements, the ministry highlighted are the finalization of the Master Plan and Concept Designs; the completion of the Foundations Design Set and Structural Design Set; the Geotechnical investigations for three of the four towers; and the completion of land clearing and sand filling exercise.

However, progress is hindered by slow approvals for Mechanical, Electrical, and Plumbing (MEP) systems, Fire Life Safety measures, and External Works packages, as well as procurement delays for critical materials.
