In a move aimed at enhancing its offshore operations within the Stabroek block area, ExxonMobil Guyana Limited (EMGL) has published a Request for Information (RFI) seeking expertise in the field of Meteorology and Oceanography Consulting.
EMGL’s objective with this RFI is to identify potential suppliers capable of providing specialized equipment, personnel, and consulting services in the meteorology and oceanography domain to support its operations in the Stabroek Block offshore region.
The essential requirements outlined in the RFI included the need for specific equipment such as Acoustic Doppler Current Profilers (ADCP) for sea floor monitoring, anemometers for precise wind measurement, and associated deployment systems. Additionally, a processing computer is necessary for data analysis and display purposes.
Furthermore, the RFI highlighted optional equipment that might be required for deployment via support vessels, expanding the scope of equipment needed to ensure comprehensive meteorological and oceanographic data collection and analysis.
Personnel requirements were also stressed in the RFI. The contractor is expected to provide field engineers and technicians to operate and maintain the equipment. Safety, health, and security compliance, along with regulatory adherence, were emphasized for personnel assigned to the project.
Facility requirements involve storage, maintenance, and access to regional shore bases and offices. The contractor will have to ensure adequate resources for records maintenance and equipment servicing within the region.
The logistics requirements entail the location of EMGL’s shore base and helicopter base to be determined at a later date. Moreover, equipment and material transportation and handling requirements were outlined in detail to ensure the safe and compliant movement of equipment to EMGL’s drilling rig.
The RFI also specified data transmission and reporting requirements. The contractor is expected to provide automated data transmission, daily reports, and a password-protected website for data accessibility. The provision of ocean current data for modeling services is also a key component.
Bidders are expected to intricately incorporate a preliminary local content strategy into their submissions, elucidating their commitment to fulfilling the local content expectations outlined by Exxon. Upon securing the contract, successful bidders are then required to seamlessly execute an approved plan that aligns with the Act’s stipulations.
Presently, ExxonMobil manages two operational oil developments in Guyana’s offshore Stabroek Block. Notably, the Liza Phase 1 development involves lifts occurring every six to seven days, while the Liza Phase 2 development witnesses lifts every four to five days. A third project, the Payara development, is set to commence before the end of the year.
