ExxonMobil Guyana Limited (EMGL) has unveiled plans to initiate enabling agreements with companies for the provision and operation of Platform Supply Vessels (PSVs) and Fast Supply Vessels (FSVs).

This strategic move is set to bolster marine vessel operations in Georgetown, Guyana, marking a significant step forward in the region’s offshore energy sector.

The RFI, described by Exxon as a pioneering contracting initiative, aims to gather comprehensive technical data on vessel providers capable of meeting the stringent qualifications outlined within the document.

The scope of the RFI is expansive, with a focus on identifying Vessel Providers capable of delivering PSVs and/or FSVs by August 1, 2024, for potential one-year charters, extendable upon mutual agreement. Additionally, Vessel Providers are encouraged to showcase vessels available post the specified timeline.

Outlined within the RFI are meticulous specifications expected from potential Vessel Providers. For both PSVs and FSVs, vessels built in 2010 or later are strongly preferred, with a mandatory requirement for vessels to have undergone a 5-year certification within the last 2 years before on-hire. Moreover, Vessel Providers are expected to demonstrate the capacity to support maintenance and operations within Guyana waters, along with appropriate registration and resources.

Platform Supply Vessels are mandated to possess a range of features including the FuelTrax System, a 360 CCTV System, and a minimum Dynamic Positioning (DP) level of DP2, among others. Notably, the vessels must also meet specific draft requirements to transit the Demerara River to/from GYSBI at designated tide levels.

Similarly, Fast Supply Vessels are expected to adhere to stringent criteria such as the installation of the FuelTrax System, 360 CCTV System, and minimum DP2 capability, alongside draft specifications facilitating navigation through the Demerara River at all times.

Furthermore, EMGL underscores the importance of local content within its operations, emphasizing a multi-tiered approach aimed at building workforce and supplier capabilities while investing strategically in the local community. Prospective contractors are mandated to demonstrate awareness of the Local Content Act (2021) and develop preliminary local content strategies aligned with EMGL’s expectations and regulatory requirements.
