While some nations may admire Guyana’s success with local content, regulators have stressed the importance of treating its achievements as a model for inspiration rather than direct replication. In fact, Local Content Director, Dr. Martin Pertab warned that laws lacking context-specific adaptation could prove counterproductive.
During an interview on the Energy Perspectives Podcast, Dr. Pertab reflected on Guyana’s journey with the development of local content legislation which was enacted back in 2021. Dr. Pertab cautioned against a one-size-fits-all approach. “It’s very tempting at that stage to say, okay, maybe we should look at what Trinidad did or maybe Ghana or maybe Nigeria. Just copying their policy and putting it here, and expecting it to work seems like easy work but it is a recipe for poor results.” he said.
Dr. Pertab noted that each country has its own set of cultural and business dynamics that must be considered. “In most cases, taking a blueprint from those countries and applying it directly to a country would, in most cases, be counterproductive,” Dr Pertab warned.
The Director further stressed that local content policies and their laws by extension, should be developed with an understanding of the country’s business environment and by collaborating with key stakeholders. He stated, “You have to understand the business environment, work with stakeholders, the private sector, the government, NGOs, everyone; get their take, and shape a legislation or policy document that is reflective of their recommendations.”
Moreover, Dr Pertab shared his experience with neighbouring Suriname while they were in the process of developing a Local Content Law. He highlighted that in his interaction with his Surinamese counterparts, he outlined the importance of crafting policies suited to a country’s specific needs.
“This is our product, and it worked for us. It has been successful. But your taking it wouldn’t necessarily mean that it’s going to be successful,” said Dr. Pertab.
Overall, the official noted that Guyana has enjoyed considerable success with its approach, adding that this will continue to be reflected in amendments that will be forthcoming to enhance procurement and employment opportunities for citizens.
